Regional Directorate of Plant Health

Plant Health is a discipline that encompasses a set of skills or strategies aimed at controlling and preventing economically important or quarantine pests that cause damage. It is an essential aspect to ensure plant resources through stable and sustainable ecosystems, guaranteeing food security for the world's population in the production of food suitable for human consumption. 

The Regional Directorate of Plant Health of OIRSA contributes to preventing or delaying the introduction or spread of quarantine pests in the OIRSA region through:  

  1. Design, implementation, and consolidation of a surveillance system for quarantine pests in the regional scope.
  2. Establishment of early detection systems in the face of the threat of emerging quarantine pests.
  3. Strengthening integrated pest management for quarantine pests.
  4. Generación de capacidades técnicas a los países.

 In addition to contributing to the control of regulated non-quarantine pests and other economically important pests, supporting Member States in strengthening their plant health services for food security and export through the reinforcement of a pest surveillance system at the regional level, establishment of early warning systems for emerging pests, development of integrated pest management (IPM) procedures, support for countries' initiatives to establish and maintain pest-free and low-prevalence areas, sites, and locations, and strengthening phytosanitary inspection and certification systems. 

Strategic Objectives

  • Strengthen and develop phytosanitary programs for staple grains, horticultural crops, ornamental crops, fruit crops, agro-industrial crops, and forestry species.
  • Contribute to the control of economically important pests and diseases, regulated non-quarantine pests, and others, supporting Member States in strengthening their plant health services for food security and export.
  • Contribute to preventing or delaying the introduction or spread of quarantine pests in the OIRSA region.
