{"id":1133,"date":"2021-12-02T11:12:22","date_gmt":"2021-12-02T17:12:22","guid":{"rendered":"http:\/\/10.103.20.84\/?page_id=1133"},"modified":"2025-11-27T08:46:10","modified_gmt":"2025-11-27T14:46:10","slug":"direccion-ejecutiva","status":"publish","type":"page","link":"https:\/\/web.oirsa.org\/en\/direccion-ejecutiva","title":{"rendered":"Executive Direction"},"content":{"rendered":"<div class=\"wpb-content-wrapper\"><section class=\"wpb_row vc_row-fluid\"><div class=\"container\"><div class=\"row\"><div class=\"wpb_column vc_column_container vc_col-sm-8\"><div class=\"vc_column-inner\"  ><div class=\"wpb_wrapper\">\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p style=\"text-align: left;\">The Executive Directorate (ED) is an entire component of OIRSA, whose functions involve complying with the provisions of the Agreement and executing the assignments from CIRSA. This translates into legal representation activities and the management and administration of OIRSA's resources and services.<\/p>\n<p style=\"text-align: left;\">The Executive Directorate is headed by the Executive Director, who must be a national of one of the member states, serving a four-year term, with the possibility of being re-elected once and not succeeded by a person of the same nationality.<\/p>\n<p style=\"text-align: left;\">The Executive Directorate functions as the operational arm of the CIRSA and OIRSA, carrying out the following responsibilities in accordance with the rules and regulations of the Organization and corresponding budgetary provisions:<\/p>\n<ul style=\"text-align: justify;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"text-align: left;\">Execute the decisions of the CIRSA.<\/li>\n<li style=\"text-align: left;\">Administer the financial resources of the Organization following CIRSA decisions.<\/li>\n<li style=\"text-align: left;\">Determine the number of staff members, regulate their powers, rights, and duties, set their remuneration according to job profiles, and appoint and renew them following CIRSA-established norms.<\/li>\n<li style=\"text-align: left;\">Prepare the Annual Program-Budget Project and present it to the CIRSA with recommendations from the Executive and Technical Commissions.<\/li>\n<li style=\"text-align: left;\">Develop bilateral and multilateral international cooperation and coordination relationships necessary to achieve the objectives of the Organization.<\/li>\n<li style=\"text-align: left;\">Participate in CIRSA and Executive and Technical Commission meetings with voice but without a vote, and when required, act as the ex-officio secretary of such meetings.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3 style=\"text-align: left;\">Internal Structure of OIRSA<\/h3>\n<p style=\"text-align: left;\">Today, based on the Strategic Plan 2015-2025, OIRSA operates internally through two significant areas under the supervision of the Executive Directorate. To wit:<\/p>\n<ol style=\"text-align: justify;\" start=\"1\" type=\"1\">\n<li style=\"list-style-type: none;\">\n<ol start=\"1\" type=\"1\">\n<li style=\"text-align: left;\">Technical Directorate<\/li>\n<li style=\"text-align: left;\">Directorate of Administration and Finance<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p style=\"text-align: left;\"><strong>The Technical Directorate<\/strong> is composed of four strategic regional action directions: Animal Health, Plant Health, Quarantine Services, and Food Safety.
